Breaking News: Modi Govt Approves Reservation For General Category?

The Narendra Damodar Das Modi government today approved a 10 per cent reservation for economically backward upper castes in government jobs and education by proposing 10 per cent reservation for those who are economically backward or weaker and come under the general category. Today on 7th Jan 2019 the union cabinet of India approved it.

KEY POINTS

  • This is quite a landmark move ahead of the Lok Sabha elections.

  • General quota can avail reservation for admission in higher education .

  • General quota can avail reservation for Govt. jobs.

  • Tuesday on 08 th Jan, in the last day of the Winter Session, a constitutional amendment bill will be tabled in Parliament.

  • As of now the section doesn’t get reservation.

  •   You can avail this benefits, if your annual is below 8 lakhs and you need to have below 5 acres of land. You need to own homes smaller than 1,000 sq. ft, residential plots below 109 yards in notified municipality, residential plot below 209 yards in non notified municipality area.

  • To implement the decision, Articles 15 and 16 of the Constitution will have to be amended .

  • Unlike the reservation for SC/ST/OBCs, caste is not going to be a criterion for eligibility to the reservation under this new provision.

    Although these types suggestions have been made by political leaders like Mayavati and Ramdas Athavale in the past. An attempt to provide for 10 per cent reservation to poor or economically backward among other sections during the Narasimha Rao government’s tenure to offset political backlash against the implementation of Mandal Commission recommendations was nullified by the Supreme Court in the early 90s. Narasimha Rao government’s attempt was thrown out.

    Reactions In India

  •  Asaduddin Owaisi:

    “Reservations are meant to correct historical injustice to Dalits. For poverty alleviation, one may run various schemes but reservations are meant for justice. Constitution doesn’t permit reservations on economic grounds”.

  • Senior Congress leader Abishek Manu Sanghvi : The 10 per cent reservation announcement is nothing but a “poll gimmick”  

  •  Dalit leader Kancha Ilaiah: “He had no problems with the pro-poor decision taken by the Narendra Modi government.”

  • Rajya Sabha MP KTS Tulsi: Termed the decision a “joke” and accused the Modi government of trying to “fool the people”. She also expressed doubts of whether the Modi government would be able to get the Constitutional amendments passed in Parliament.

  • Union minister and BJP ally Ramdas Athawale: “The government has taken a very good decision, which would help large section of society, who are economically backward among different upper caste.”

  • Among the major castes to benefit from the proposed law are Brahmins, Rajputs (Thakurs), Jats, Marathas, Bhumihars, several trading castes, Kapus and Kammas among other upper castes. It would also benefit the poor in other religions.

  • The move is being seen as a step to consolidate upper caste votes just ahead of the general elections. Most Opposition parties called it an election gimmick but are not likely to oppose it. 

  • Congress spokesperson Abhishek Manu Singhvi : “the government announced the decision only three months before the model code of conduct will be put in place for the general elections. “

  • Arvind Kejriwal: “The BJP government must amend the Constitution in Parliament before the election. We will support the government. Otherwise, it will be clear that this is just an election stunt by BJP ahead of the polls”.

  • The CPI(M) called it a welcome step with Kerala chief minister Pinarayi Vijayan saying it was a long-pending demand of the party. 

  • BJP ally and Dalit leader Ram Vilas Paswan : remarked the decision by the government as “historic”.

  • Union minister and BJP ally Ramdas Athawale:

      Hailed the move and said that it “would help a large section of society, who are economically backward among different upper castes.”
